Preparing for Launch: REACtOE’s Five-Pillar Roadmap for Agri-Food Institutional Transformation

REACtOE Five-Pillar Roadmap
INSTITUTIONAL REFORM & GOVERNANCE | PLAN-DO-CHECK-ACT (PDCA) METHODOLOGY

Lasting institutional transformation is never achieved by importing external templates—it requires evidence-based diagnosis, participatory co-creation, and continuous peer learning.

Ahead of its official kick-off in January 2027, the REACtOE consortium is preparing its operational governance frameworks—including the Steering Committee, the Ethics, Gender & DNSH Monitoring Committee (EGDMC), and the structured international twinning pairs linking six Widening universities with mentoring teams at DkIT, VUB, and the University of Chester.

Year 1 Priorities: Diagnosis, Readiness & Competence Mapping

During the first 12 months of implementation, consortium partners will establish a factual baseline across all six Widening Higher Education Institutions through three flagship initiatives:

  • Evidence-Based Institutional Diagnosis (WP2): Auditing governance, research assessment, narrative-CV uptake, OTM-R recruitment, and administrative burden baselines.
  • Agri-Food Innovation Competence Framework (WP3): Mapping skill gaps across researchers, RMAs, data stewards, and TTO staff ahead of the first Annual Training School (TS1) at the University of Maribor.
  • Digital Readiness & FAIR Data Blueprints (WP5): Assessing institutional repository and IT infrastructures in alignment with EOSC and OpenAIRE standards.
